What Accessibility.resolveRelations(limn.accessibility.Accessibility.RelationResolver) turns a relation's target into a node identifier with. It is handed the kind as well as the target, because one kind resolves differently: a LABEL_FOR naming a composite lands on the child the composite says carries its label, and only the walk knows that.
